#10 Justin Herbert

Justin Herbert is the 10th quarterback on our list. After an impressive rookie campaign which earned him the OROY(Offensive Rookie Of the Year) Herbert impressed all. Despite missing offensive weapons in pass catching running-back Austin Ekeler for half of the season, and top receiver Keenan Allen at the end of the season, Herbert still threw for 4300 yards and 31 TDS. Both of these stats broke NFL rookie passing records. There is no reason for Herbert to not take another huge leap forward and potentially win some games. If this true Justin would vault to the 6-7 range on this list, but he first has to deal with the sophomore slump that plagues many young NFL quarterbacks.
